Jenny - In 2008, I rented an apt on W 119th St. Heating system needed replacing, temps in my apt often fell below 60. Landlord ignored repeated complaints. I used small space heater (couldn't overload ancient electricals). Poor quality hsg is uncomfortable, dangerous--& much too common.
