As of the 11 a.m. advisory from the National Hurricane Center, Potential Tropical Cyclone Nine was located 240 miles southeast of San Juan, Puerto Rico, had winds of 45 mph and was moving west-northwest at 23 mph.

Officials in Puerto Rico say they are concerned about landslides and widespread flooding.

At 11 a.m. ET on Tuesday the National Hurricane Center began issuing advisories on Potential Tropical Cyclone Nine located about 585 miles east southeast of the Leeward Islands.
